All in all, in any case Ukraine authorities completely controlled by the Western elites is the only ones who is fully responsible for that disaster. Either they damaged floodgates earlier and finally broke them rising the level using Dnepropetrovsk dam gates, either they torpedoed them directly when level rised enough to make disaster worse.
Well, at least West now have a topic for a whining about bad Russians and evil Putin, to distract audience attention from extermination of all that shitty NATO equipment and forces in completely failed Ukrainian "spring" counteroffensive.
No, there is a reason here. My gut, and the probability is thinking Russian. Objectively there are more immediate reasons to expanding the waterway there.

We are talking about less people than a village need evacuation.

For torpedoes to hit it is from the reservoir. Except there was no torpedoes there. Shelling or missiles perhaps or explosives in the hydro operating room.
