How do you think water travel when a gate is half-open, and why do you think that there are no erosion in that case, but somehow it appears if water will flow over gate when it is fully closed?
Water flowing over gate top is a regular working mode. It does not matter in what position gate is, erosion is the same. And for the typical gate thickness and material, erosion is hardly in the top list of problems.
When the whole mechanism is damaged by the shelling, other things come into action, and even in that case erosion is not in the top of potential problems.
Lock is different than dam. It is a gate.
