DARPA launched tender on the surveillance project with internal name LifeLog. Zuckerberg applied, obviously before June 23, 2003, with his proposal. DARPA choose Zuckerberg proposal. Zuckerberg get financing from DARPA and began to implement his proposal. Zuckerberg launch Facebook on February 4, 2004. No any contradictions at all. Everything is sequential and pretty logical.
