Wait a second. They have zero wallets at the launch or eNaira. So the rise should have infinite rate, not miserable 12x. Even if you rise from zero to one, the rate of rise is infinite. Or, they had 13M/12=1.083M vallets already at the launch of eNaira. Since it was not launched they had to create them forcefully. So nothing could prevent them from continuing of that CBDC wallet creation in the same manner as they do that before eNaira launch. :)
Really, it will be interesting to have some independent info from the ground in Nigeria on this.
It could be just another round of "reality creation", just like with COVID cases during coronahoax. They even invented nonsensical term - "symptomless disease" for that. What they will roll out now - "uninformed wallet owner"?

I think if you have a bank account, you have a wallet. It's a country with a population of over 200 million, so 13 million wallets is less than 10% of the population. They are supposed to use an app on their phone to transfer money to each other. It's colossally stupid because it's a country where a lot of transactions are in outdoor markets or people selling food by the side of the road. No one one wants to sit there and try to transfer money by phone apps in transactions like that. Half the time the app doesn't connect. Much of the time the electricity is out because of rolling blackouts. So, it's one of the worst places in the world to do something like this...
