I think if you have a bank account, you have a wallet. It's a country with a population of over 200 million, so 13 million wallets is less than 10% of the population. They are supposed to use an app on their phone to transfer money to each other. It's colossally stupid because it's a country where a lot of transactions are in outdoor markets or people selling food by the side of the road. No one one wants to sit there and try to transfer money by phone apps in transactions like that. Half the time the app doesn't connect. Much of the time the electricity is out because of rolling blackouts. So, it's one of the worst places in the world to do something like this...
