The police never warned her which makes me believe it was murder. The officer could have simply said "STOP OR I WILL SHOOT" with his firearm drawn. Why no warning? If she knew she'd be shot unless she stopped, then she would have stopped.
Also, there were officers behind her who could have simply grabbed her from behind and subdued her and locked her arms easily.
