revoke all and any liability exemption laws for big pharma

Are consumers exempt from being liable for consenting to suggested ingredients and side-effects of pharmaceuticals offered to them?

Ask yourself what draws the snake-oil salesmen to come back after being chased out over and over again? Would killing the snake-oil few prevent the many from wanting snake-oil?
