A lot of people just don't care enough. They are accustomed to their standard of living and recognize if they stand up there's a possibility of discomfort. As someone who has stood up to large company unethical behavior both about business practices and vaccinations, and even got into a spat in the past in a public forum with a well known CEO I can say with a clear conscience most people are cowards. They'll quietly tell you they supported what you were doing but will not stand up beside you for fear of possible inconvenience
