there is a game called command and conquer generals zero hour that has a TON OF MODS for it. there is one called "shockwave" which has a new chinese general with the "earth shaker" cannon that causes earthquakes at an area to destroy stuff.
I thought haarp was weather control dealing with ionization of atmosphere.
I haven't read anything about it being able to shift tectonic plates which is unbelievable
