phone call is made

power is shut off to that region

shut-off is blamed on [insert foreign nation that doesn’t obey the ZOG here], citing “balloon” as delivery mechanism

revolting population demands war with [insert foreign nation that doesn’t obey the ZOG here] instead of the government

Literally as simple as that.
