No, Starlink won't cut it. 1) too low density for accuracy and control, too much dead spots 2) too low power at huma end (SAR), so can't be used for EMF write operations on biology 3) too expensive (have you tried buying Starlink?) 4) not enough for indoor/City IoT automation (tightly packed 5G networks required for this).
