No, Starlink won't cut it. 1) too low density for accuracy and control, too much dead spots 2) too low power at huma end (SAR), so can't be used for EMF write operations on biology 3) too expensive (have you tried buying Starlink?) 4) not enough for indoor/City IoT automation (tightly packed 5G networks required for this). It is both /and, not either /or issue. Both needed and will be used.
Yeah, CRISPR (and other more advanced genedit tools) are still mostly uncorked, but the road has now been paved foe them.
