Really the question is "are there temperatures below water freezing point happens from time to time?". For US I see that that weather below water freezing point with snow is not rare thing at all, except small regions in Florida of California
Most problems with infrastructure in cold weather connected with water freezing here and there. If water freezes in pipes, f.e., than pipes could broke, if water freezes on road, there could be many road accidents and so on. However, if cold weather happens in region, then, usually, infrastructure is prepared for that. Pipes are dug lower that depth of freezing in ground, road services have snow cleaning machines and chemicals to melt the ice on roads. So, even extreme cold for few days would not do much harm and should not be a disaster.
If you think that in Russia everywhere winter does non cause problems, than you thinking about Russia too positive. :) It is not a rare thing, f.e. when snow cleaner trucks are not ready at first snowfall, because some mayor stole tax money for spare parts or fuel. And so on. There are problems in Russia connected with winter, but we don't have theories about weather weapons here. It's too obvious, that it is just those who in charge of being ready for winter are failed to be ready and highly probably they are corrupted and stole tax money that was allocated for winter weather.
I perfectly understand, that, say, Miami (or Sochi in Russia, f.e.) hardly have a fleet of snow cleaner trucks, or snow melting chemicals in stock.
But when I hear about awful troubles in NYC or Washington DC, and you talking about weather weapons, I like "WTF? There are no fleet of snow cleaner trucks in city? How? Why is this a disaster for them?".
