I feel that could be a possibility. I remember during the arab spring which was a cia funded operation the corporate media was basically selling Twitter as some kind of new totally revolutionary way of communicating that was enabling all these uprisings to happen. That is ignoring the countless other ways there are to communicate online. Facebook existed then for example. It didn't make sense they were pushing this unless twitter itself was in bed with the government, and this overwhelmingly seems to be the case.
Consider that there are likely many competing regimes or even competing agendas within a regime.
Further, consider the concept of portfolio diversification and that they're likely testing out all the possible ways to screw us by targeting the vast array of subpopulations in different ways to figure which one will stick more broadly.
