It could, but somehow only 5G is declared "harmful" by "awakened" public. Not 3G/4G, WiFi, door sensors, IoT devices, weather stations, remote controls and thousands of other devices nobody care about.

Real 5G controversy started from introduction of high data rates when at the same time 4G bandwith was not utilised even to 30% due to absence of fiber backbone between base stations. There is no any sense to introduce higher data rate from base station to mobile if you don't have high-speed connection of base station to internet. So with number of base station clients. even today 4G base stations are heavily underloaded. Many sane people had a reasonable question - if you don't utilise 4G bandwith, then why you need 5G with magnitude orders more bandwith? And there was pretty logical answer - to establish surveilance network using introduced IoT home appliances that will be stream surveillance data to base station storages that will be available to state agencies. Even Steven Wozniak - the forgotten and betrayed creator of Apple computers (yes, that Steve Jobs "genius" was just a manager, all tech was really created by Wozniak) rised that question about completely unnecessary 5G surveilance capabilities.
