Basically in a given country there is a capability for a government to cause pain on a given corporation, sue them or otherwise. So it is simpler for a company that wants to remain a company to simply allow the government rules to be enforced on a per country basis.
This is visible in all aspects of internet communication, it is owned by the governments.
