Official cost of one kilometer of Moscow Ring Highway (Rus МКАД) for the city budget was few times larger than cost of one kilometer of CERN Large Hadron Collider with all that tunnels, liquid helium cooling, superconducting electromagnet windings, high vacuum core, sophisticated measurement and control equipment and so on.
And no, Moscow Ring Higway didn't pass through some very expensive private owned lands, it was just rebuilding of old, Soviet built Moscow Ring Higway on the exact same lands that always belong to city, so it was just sand, rocks, steel reinforcements, concrete and asphalt.
That stealing and laudering of tax money didn't go away after Moscow mayor change. Still, any Moscow Higway cost for city budget at least twice more that LHC.
And if you think that it is some cool road with ethernal pavement that need not be replaced ever, with outstanding water drainage, lanes winter heating and all that stuff, you are wrong. I don't remember a single day when there was no road works of Moscow Ring Higway since the opening. Interesting, that in Russia you still could find some road sections built in USSR in perfect state without any need for repairment works after more than 30 years. So, persons changing, but technology of stealing tax money on roads stay.
