Maybe they are not being sacrificed to an ancient pagan god, perhaps people do not drink their blood believing it would keep them young, or eat them to gain their powers (thats only something primitive tribes do, right?)

But at the very least, people are a commodity, toys for the rich to do with what they please.

I have no doubt many of them have sick tastes. Easier to blackmail and control that way as well.
