The general populous is not comprised of athletes. Everyone in the military is under a certain age, unlike the general populace. Everyone on military bases, and ships are heavily monitored. And again, the general populous is not comprised of Olympians, nor is military health care the same as regular health care for the masses, and definitely not athletes.

I gave you the reasons. You are simply ignoring them. Professional Athletes are not healthy, they are geared for performance. Health and performance are 2 vastly different things.
Cyclists are conditioned to have such low heart rates that they can often die in their sleep. Does that sound healthy? They do not achieve world records by being healthy, they do so by pushing their bodies to their utmost limits. Battle ready soldiers need to be deployed for weeks or months on end. They need to be able to ruck in remote areas without support. You tell me, which of these two groups sound like they could take a toxic shot and live? One that's pushing the envelope on human possibilities? Or a person that may limit their movement speed based on their available rations?
As many service members as they ran out of the military, it was only a tiny, tiny fraction of those who must have refused. They did not want to admit the general level of insubordination they had on their hands and could only afford to make examples of a few. Thus, I suspect the military vaccination rate was lower, perhaps in direct ratio to the differing rates you mentioned.
