No, it is a motion of no confidence. It is due to the constitutional rules of being unfit. A president is supposed to go through health checks, opposition can request it, or even the public, but Congress has to act on it. Dementia is quite unfit, of course there are degrees, but a prognosis wouldn't be elected, taking medicine to stave it off, is because of a diagnosis for that health condition, it being otherwise unfit. The Medicine hasn't cured the condition, it has lessened any affects, might as well have shoved a puppet out. You're right I don't know that law. But it is worth looking into. Airing it means no public trust. You aren't a monarchy. There are rules of office.

Example as tit for tat. How many times was Trump's healthcare questioned, requests for complete health examinations. Even later with COVID. It doesn't apply to every nation, no. But most Western nations, including America. There are specific rules of office and what is considered fit for office, sometimes these have revised or modernised.
