One is that driving gets you there much faster, so they are considering your time as completely without value. The other is that when driving a car, you have a basically cost-free multi-passenger and cargo capacity beyond what any person would drag along even in a cart, and again treated as worthless.
You'll have to sort of dig out numbers from the reports, because they really do not want to just come out and say it.
