Fairly certain these two were taking pot shots at Russian soldiers in the area. You can't see it, but there is a fence in the way where the two Russians stop to take their shots. Previously they were interrogating them from the other side of the fence.
In short, I don't believe the two men walking away had been given permission to leave.
They changed outfits in the guard post on the left side of the road, where they were originally confronted.
We don't have audio, but there is a good chance they gave commands to stop before opening fire.
This being a clip from CNN was enough for me to gauge the legitimacy of the claim that this weak video attempts to prop up.
Also, I'm not too experienced with every detail when it comes to military standards, procedures, etc., but I find it odd that one of the shooters has a helmet on while the other is just strolling through casually while wearing a beanie. It doesn't make sense to leave your head unprotected here, especially when you're supposed to be in the middle of a war.
