It means that it have all necessary resources from raw fossils and minerals to the workforce and technologies to keep going completely alone. It even still have an education that is enough to develop new technologies. Yes, there no lessons of gay culture and black superiority in Russia, so there is still enough hours for physics and math in curriculum.
