What is a neo-Nazi in the context of Ukraine?
The German Nazi fought against Ukraine because it was part of the soviet union.
Na- means Nationalist, as in pro-Ukraine government
-Zi means Socialist, as in pro-Russia's form of government

I just don't have a working definition that makes any sense. Does neo-nazi just mean aggressive people with tattoos?
They have some militia groups rocking SS lightning bolt patches. NBC did a nice feel good story about the nazi militia teaching old ladies to shoot AKs. They left out the part about them being nazis with plainly visible SS patches.
I think people are confusing what exactly made the Nazi evil and are only pretending the Ukrainian freedom fighters possess those same ideals.
If they were legit German Nazis then they'd kill themselves. If they were Socialists then they'd side with Russia. If they are antisemites then they would have been active before Russia annexed Crimea. If they were White Nationalists then they would see Russia as brothers and accept the merger.
They are simply men defending their homeland from a foreign invader. (Then we can talk about how NATO provoked the invasion and how Russia's hand was also forced.) But I'm still not seeing any reason other than rumors to call the Ukes Nazi.
Invasion.
Not occupation. Not operation. Those are only terms reserved for when The Good Guys™ liberate a country.
Oops, sorry. Russia's invading and taking over a country. Only America and the pre-approved Good Guys™ enact operations of liberation against Bad Guys™.
Whataboutism doesn't excuse, only implicates additional offenders.
