It is a Russian Empire Vitebsk Investigation Agency card with data on arrested Mordkho Blinchikov.

There are no any solid proofs that man on the card is a relative of Putin, except obvious physiognomic resemblance.

There are no any doubts among Russian conspirologists that Putin have very close ties with jews, including Habad Lubavich. It is just a fact.
