In Massachusetts if one person had covid in most of the towns it would categorize that town as high risk. It's because the CDC recommendations measured in 100k increments and most towns have 10k or less people. So just 1 person would put that town into the high-risk category because 1 out of 10k scale up to 10 per 100k which is well above the CDC highest risk category.
