I've been watching. There is some decent debate about government overreach in this session.
I am not certain, but it seems to be that it is live today and that you can rewind back four hours from current. They should have the entire footage prepared and then you'll soon be able to watch it in its entirety. The date is February 20, 2022. (That's a lot of twos.)
So the reason this isn't confirmed yet is because you can't rewind all the way back. (Either that or the segment snuck through my attempts to speed through the session by skipping ahead.) I'm slightly concerned that they will strike this from the video record.
What leads me to think it's fake is because the statement is only audio. They say something about poor video quality, which could plausibly explain why it wasn't shown.
Various sources attribute the statement to Colin Carrie. Here is his Twitter account. Maybe someone could just ask.
