The CDC is referring to the genetic sequencing of the covid virus to determine if it's a new variant or not. The US does less genetic sequencing of the virus than other countries. That's one of the reasons why the US is not usually early in identifying the emergence of new variants even if they are present.
However, there is nothing stopping them from sequencing your DNA as well, it's just not what this tweet is referring to.
No not all swabs were positive for covid19, but some of the ones that were positive were used to genetically sequence the virus to see if perhaps if the sample happened to be new strain/variant of covid.
That's what the tweet is referring to, sequencing the virus not the person.
Now there's some truth to the conclusion that the OP was making, swabs are being sold to third parties for who knows what.
