I'm a bit skeptical about the "cannot be removed or disabled". If there's a will. There are probably dozens of ways.

If its on the cell network, it probably has a sim card that can be removed. But in any case, surely the remote disable has a relay somewhere that can be bypassed. The only hard part is finding it

Onstar in modern GM vehicles has had this ability for a while now. Working hand in hand with law enforcement, they can shut it down.

Even just clipping a piece off would ruin reception at that wavelength. Remove shark fin, clip, replace.

This will be implemented differently though and will not be as simple as just removing the antenna. It is going to be designed so that if you disable the monitoring device, it disables your vehicle. They wont make it as simple as many here are suggesting, that you can just turn this off and still use your vehicle. Especially since they will also be implementing milage tracking for fees, too.

It’s not hard to disable cellular connection and rewrite the firmware if you have the skills

One of the best buys someone can be doing right now is buying some gasoline & diesel vehicles with much limited tracking shit, fixing them up as needed, and storing them properly, only getting them out 2-3x yr max to flush out fluids and take for a short drive to get everything worked through and tested before putting back in storage.

A LOT of people are going to want these vehicles when all that is available at dealerships are going to be evehicles and Govt Tracking Vecicles.

Oh they will. I remember the Biden Admin last year mentioning something about wanting to make it illegal to modify/update older cars. I will have to do some digging this weekend if I get a chance to find some sauce to back it up.

It's also entirely possible to do third party control units: the issue is regulation and the annoyingly intense engineering requirements needed.
