This is an interesting situation that I actually know a little bit about because I had a coworker who used to work for a shady company who never had enough in their bank account to cover payroll for all their employees -- and he told me all about it.
First of all the city employee was right to cash the check at Chase (this is the bank the City of Chicago uses to issue payroll checks). Unfortunately what you have is a race condition. If you are one of the first employees to cash your check, you get your money as long as the funds exist. Once the funds are depleted you're out of luck.
So what happens if the employee went to her own bank to cash the check. Two things. One, the employee's bank -- lets just say it's Wells Fargo -- will only credit her account if there is enough in the checking account already to cover the value of the check. If not, the funds do not get deposited until the check clears. Once the bank settlement attempt happens, the funds request from Wells Fargo to Chase will be rejected for insufficient funds in the city's bank account.
In which case the employee will not get her deposited money or the money that was credited to her account will be deducted from her balance.
Here's what she needs to do. Go to city of Chicago payroll and complain loudly. The next time she gets a check. Leave work early and be the first in line at Chase to cash it.
The city of Chicago may be on the verge of bankruptcy, I have no idea. It also could be a clerical mixup, or the city just waits a day after payroll to fund their payroll account. We'll have to wait and see.
