There was white sticky tape in rolls and white band-aids with green tissue at center in 8x10cm sheets (лейкопластырь бактерицидный) for 7 kopecks and you need to use scissors to cut necessary width from that sheet. I think that it was because nobody thought that it was necessary. I personally use band-aids only for bleeding accidental cuts, if there are no useable cyanoacrylate superglue around. Never used band-aids to cover punctures from nails/screws/etc. It is just unnecessary. That is why a numerous pictures with band-aids over that covid jabs looks very strange for me.
