Gains fluctuate by the second. It would be impossible to nail down an accurate amount "owed." Even if they give you a specific date you have to declare unrealized gains on, the difference between market open and market close on that date could swing 4 to 6 figures depending on how deep you're in.
You have to think of who it affects and how its effects incentivize behavior.
