I'd take a guess that perhaps those areas are more fully cabal-controlled than others?
Perhaps even areas that it might be easier for them to kidnap people or whatever kinda shit they do. New York and Chicago or thereabouts certainly fits the bill.

Is there a more than casual linkage between Chelsea in NY and in London?
Actually, I just looked it up in Wikipedia, and it says in the header paragraph it was named after the Royal Hospital Chelsea. Then, in the first main paragraph of the article, it says that the guy who originally named the plot of land Chelsea did so after the London district.
Not a good sign when the only thing you are looking for contradicts itself right off the bat.
But yeah, they look pretty similar.

Yeah definitely. A trend towards multi family housing and further restrictions on land use and inheritance to crush rural communities
I loved that growing up in Baltimore they had all these delightful documentaries about rowhouses like they were a nice and good thing.
Then you learn later on that they were basically intended as "servants' quarters". KInda like those sheds ya see there at the back of the plantation.
I'd wager cities with block housing have a higher percentage of blacks than those without. It's exactly the same situation, just on a larger scale.
