Why would they cheat? They like being the 'underdog' party, promising everything but never having to deliver on anything.

Because if they had power, they could pass on big pork barrel projects to all their friends, and everyone they know can get rich. Power is a big temptation, and it's why the democrats cheated so much as well.

Remember, the definition of politics is "who gets what, when, where and how".
