What I am getting at is that undercover operations in the United States comprise people from a broad variety of personal appearances. This sort of thing could be a deliberate attempt by the US to misdirect attempts at identifying embedded agents by anchoring the idea that they are easy to spot because they look a certain way.
The FBI had a big push for diverse agents the past few years, so I think you're correct. And they seem to be succeeding in sewing mistrust in other white guys
