so previous influenza cases have all been counted as covid cases because the PCR test detects organic material from a virus, but not which virus.

And that's exactly what happened.
Why did you expect more people to get the flu?
Not just the flu. All illness, because universal masking, social distancing, and lockdown isolation are incredibly antihuman and therefore incredibly dangerous to public health.
