Simply look at population increase. Was that so difficult?
With millions of population gained, the most population in history, ever in all history. What went wrong? Because it isn't the rain, or floods.
A lack of flood defense specifically run off. These towns have flooded at other points but most have defended for centuries. Until suddenly increasing that population rapidly. New estates are thrown up, new homes built, the land reclaimed away from the marsh, drainage fields, and flood plain. Whoosh more and more are affected there is more population.
