He will step down if he is unable to make public appearances due to his cognitive decline. Nothing about these sham audits is going to affect anything.

It seems implausible that this will happen within two weeks. They will wait to see if they can pull it off like they did with Reagan. If they can't, Kamala Harris will step up.
