You would need to go back to some type of modem that bypasses cell towers. I assume the local phone companies would be in on the plot. And running network cables around town is a big no due to distance.
A repurposed dish network dish aimed at a local info spot may work. Microwave antennas maybe?

Can internet be turned off? I know individual IP's can shut down their service, but I thought I heard the internet was robust and cannot be eliminated due to the circumstances from which it was created - during the cold war.

You cant solve this physically, only on protocol level like TOR is just another protocol level (OSI Level 8)
