You would need to go back to some type of modem that bypasses cell towers. I assume the local phone companies would be in on the plot. And running network cables around town is a big no due to distance.

A repurposed dish network dish aimed at a local info spot may work. Microwave antennas maybe?

Each computer is going to have to be a dedicated transmitter / receiver station I assume.
