My somewhat wild guess is that there is a way to use 5G to transmit RF to graphene in the brain and thereby bring in signals from outside. It may be within the realm of possibility to induce audio-band modulation in nerves and thereby create phantom voices diretttly in the brain, bypassing the cochlea. From there you could influence the subconscious without the conscious mind even being aware of it.
