It is based on combining current knowledge and wisdom from subject matter experts with assessments of potential progress in technologies 30 years out supporting deliberations and deductions for future humans and society.
Of course it is happening. And the problem really is not that it is happening,the problem is that when somebody my operate or modify your brain there are things possible to do to you which you wouldn't ever accept...
So it seems they indeed plan to make universal soldier scenario real...
Who hates humanity according to you and why you think so ?
I suspect you say that about "ellites" or "scientists" or both - am I ok ?

In short it looks rather like rulling ones not see us as equal to them but like serfs/slaves, being "speaking tools" and nothing more. Tool having free will and own plans/purposes etc - that may look for them like a machine bug/defect.
What is 100 years of people being relatively free from aristocrats and such ones ?
