The "kill everybody with glasses" was Pol Pot's plan. What I was trying to get across is that the NSA data will be available to the bad guys this time.

Both will happen in two or three separate governments.

Possibly. Here's one guy who thinks doing it quick and fast is better. It's from 1981, which shows how long the thing has been planned.
