The short of it is. I believe that these event's transpire on a much shorter time line, due to the Dzhanibekov effect, and can not be predicted with any certainty. That we have no access to, or means of laying siege to their bunkers and DUMBs. Therefor, none of this makes sense without an alternative motive.
If anything, this might just be a way of keeping the elites in line, while the military continues to hold bunkers, fortifying the future with their own people. In other words, the bunkers will be filled with whomever is manning those bases as of the time of the event. More militarized investment, means a higher residency of DUMBs during the crisis. With only the older family blood lines having facilities of their own, outside of the government systems.
After all, they can't have the rich and influential, sounding alarms and panicking years before these events take place. Realizing that these events will happen in under 24 hours, or with no notice at all, the common upper class will have no way into said bunkers themselves. With that in mind, they would most likely need to turn to the masses for aid in the here and now, creating the actual panic you assume they are trying to advert.
