I think it may be more of a matter of going toe to toe with people you dont agree with, make them defend their position and you do the same and maybe minds get changed maybe they dont but you've stood your ground and that may be the best we get. Enforcing rules will backfire.

I literally had someone here threaten to kill me, and when I brought it to the mods in a comment, I was temp banned for "trolling."
There are rules. They're just not posted and ambiguous enough to justify bans whenever the mods feel like it.
I did report the comments to the FBI and when I replied that to the ban message, the posts were eventually deleted.
