It's literally only a few countries in the world that add fluoride to their water. The majority of countries have rejected such a retarded idea.
Often found (naturally) as calcium fluoride, which is almost complete insoluble, and thus non toxic because you don't absorb it. Ie the fluoride ion isn't released when added to water.
