HAARP was shut down. They ran at substantial cost for years, so the only reason to shut down would be something better replacing it.

HAARP pioneered that multi-antenna sending/receiving used for 5G now. It was not only an antenna problem, but also a computing problem. I don't know why the Chinese are leading in 5G now. Perhaps they had their own LAARP or Feinstein's driver leaked results, dunno.
There was a HAARP looking facility in google maps china in the middle of nowhere years ago. It's censored now but I remember it being weird because no roads went to it just forest and wilderness for miles

This is gay, if someone is truly worried or is globohomo about climate change then yeah they would pose it as a security risk because the feared outcome, real or fake, would be a threat to National security, for example massive crop failures.
