He has also worked for the UN fairly extensively in the past, so how trustworthy he is questionable.

China AND the IMF? Theory: Perhaps world leaders have been instructed to lockdown (to the benefit of China). If the leaders (the ones who have not been compromised) do not follow instruction their countries will suffer economic attacks or will not get their fix (as in being addicted) of IMF funding.
It wouldn't shock me if China is in on it. NWO is NWO. Money and power is more important than anything.
