You do it while they are already wet from whatever fruit or vegetable you got them from. It helps remove the outer layer on the seeds like tomatoes, if you don't do it it's harder for the seeds to sprout.

Save your own. Next time you buy vegetables take some of the seeds put them in a jar, add a tiny bit of water, let them sit for 2-3 days at room temp. When you see mold on the surface of the water, rinse and dry the seeds. It will remove the gelatinous outer cover and make them sprout easier. Store in cool dry place.
