I found this passage in part of the Book of Jubilees which is apparently a 364 year (no extra day)
"14 And they will forget all of my laws and all of my commandments and all of my judgments, and they will err concerning new moons, sabbaths, festivals, jubilees, and ordinances"
Why would we have some many rules of thumb and confusion with dates and time despite it being one of the most important parts of our society. If we cannot easily understand why do we believe they didnt mess with it?
Why do so many people in the past refer to slightly different numbers of days in the year? Is it maybe because the sun rotates around the world in a procession which slowly drifts over time, rather than just the world wobbling - so we are not supposed to use the solar position but rather the lunar position?

I had considered adding a 'new year day' but the months need to coincide with the moon, so I feel like you cannot inject a day unless you do so in the length of your day as well. Ie....you don't use our clocks either to tell the time.
